What I want.
Works like this. An admin with permission(houses.admin) can do make a world edit claim and then do /house create {name}. This will 1) make the claim unbreakable 2) Allow only the buyer of the house to use chests inside of claim. Then the admin will go to a spot in the claim and do /house sethome {name}. This will set the /home(essentials or custom idc) for the owner of the house. Then the admin places a sign next to the door of the claim(house) and types on it the following

Sign format (open) Sign format (close)

Once a house is created a player who has $1000 can buy a house that costs $1000 or less.
The sign will look like this when you buy it

Bouught sign (open) Bouught sign (close)

Appon buying a house a user can now do the following. /home - sends them to the home set with /house sethome {name}, open chests within the claim, and sell the house with /house sell {name}
Players with special permission can edit the inside of their house(the claim)
Ideas for commands:
{command}-{per.miss.ion}

• /house create {name} - houses.admin
• /house sethome {name} - houses.admin
• /house sell {name} - houses.default

Ideas for permissions:
{per.miss.ion} - functiom

• houses.default - permission to use buy signs - /house sell
• houses.admin - permission to use all comands.
• houses.special - permission to build within the claim

@Lordloss I have found no plugin like this, considering the auto sethome and the chest use. Please link me to one if you know one that fits both of those.

Is there a way to prevent building?
Also I'm setting up a gta server. There is no way for the player to obtain blocks so it needs to be no building or destroying without special permission

Prevent building with world guard.

 

yes but prison cells also clears the cell when time runs out. WorldGuard wont stop that.
