You are confusing 1.0.1 with 1.1.0. There is a RB for 1.0.1 (AKA, 1.0) For the new released build - 1.1, there is a dev build.
But ProperTime needs to load AFTER multiverse. First, multiverse loads the worlds, and after propertime handle the time on these worlds.
