I had an idea just now. There is already flying implemented in Minecraft, Creative Mode! But, what if you wanted to let somebody just fly, and not have creative mode? Would it be possible to have a simple permission node: flying.fly (or something like that), and whoever had that node would be able to fly by double tapping space (same way as in creative mode) but they wouldn't actually be in creative, but still in survival! Is that a possibility? Thanks!
It wouldn't be possible with bukkit - the flying is client-side so creative mode would have to be fully enabled. However, if you disabled block-place, block-drop etc and kept inventories separate then it might work. You'd be best off with a client side fly mod.

MagicSpells has a "windwalk" spell, allowing you to fly through the air. Maybe you could use something like that? However, it does come with this disclaimer: "This is still a work in progress. It currently grants creative mode and prevents block placement and destruction."
it doesn't prevent somebody from giving themselves blocks? Thats bad. If somebody could make something that did that, but prevented placement/item giving/breaking I would use that (and just that, nothing else)
