Snow Golems Not Working?

    We have the right formula, two snow then pumpkin head. But they are not being created. Why not? Are any of the following plugins the problem?
    BorderGuard
    ChestLock
    CreativeGates
    Essentials
    iConomy
    MobDisguise
    Multiverse-Core
    NullTerrain
    PEX
    Vault
    WorldGuard
    ChestShop
    HeroicDeath
    Jail
    Modifyworld
    NoCheat
    Timeshift
    WorldEdit
    WorldInventories

    Those are my plugins I have running on the server.

    It seems that maybe Bukkit has caused this problem? I wa adventuring around, does anybody know for sure why my snowmen are not working?

    make sure you're in an area where mobs can spawn, I just tried on my server and was succesful.

    haha tahats funny .. I have almos reversed problem:D
    I can built them but pumpkin won't disappear :D so I can create unlimited snowmans with 1 pumpkin
    I have 1.1-R3
