you have to have a permissions plugin, what McMyAdmin does is convert that webpage in to a configuration file for the permissions plugin of choice

i suggest and i also use : bpermissions ( http://dev.bukkit.org/server-mods/bpermissions/ ) there is a tutorial on that page and a download link, btw, it's the most easy permisisons plugin out there(that works)
