try to disable firewalls(antivirus ex.). At last comment I mean that connect to server by game, which runnig on same machine where server(ip is 192.168.1.133), is success?
World guard is easy just click your point like ur makin a box and type //expand vert. then do /region define [id] to add you to let you change blocks to /region addmember [id] [member]
