The best place to start is with something easy. All plugins are written in Java, so you need to know it before you start developing.

If you know Java then you can go ahead and try something simple to start with. Take a look at the Huge Plugin Tutorial over at the Wiki.

There are also @Torrent 's Plugin Tutorial Vids on youtube.com/WoopaGaming. Though he does take a step back into some of the old ways of coding plugins, he does correct them in later videos.

Also, if you are looking to easily setup your eclipse enviroment for Bukkit Plugin Development, try one of the Bukkit Project Generators hanging around on the site.
