is there any map height changer where you can the blocks go over the default height. if not there should be one made. really need it for server.
Nope... this will never be implemented or it will take a long time... Obviously spoutcraft allows this in singleplayer mode
This would involve modifying the Minecraft protocol. Thus it cannot be done on the server without breaking compatibility with normal clients. Regardless, I am fairly confident that it is outside the scope of a Bukkit plugin. If you do want to break compatibility, I think that there is a tutorial on how to do it with a hex editor.
