Do we need another permissions plugin?

I'm bored and I was wondering if there is any need what so ever to make a new permissions plugin or if there enough that are perfect already.

There isn't a need for one, as there are probably a lot out there already that are the same old thing. Though a thought once did cross my mind of a permissions plugin that would not have support for players, but support for accounts that a player can make on a server. This would allow a user to have multiple "characters" for their minecraft accounts on particular servers, which would be extremely useful to RPG based servers. This wouldn't actually replace the permissions systems that exist now, as player permissions would be useful as well, but I do think that it is a cool concept worth doing if not done already. If this exists already, someone please let me know, as I'd actually like to have this on one of my servers. If it doesn't, I would be happy to help development on it if anyone wants to give it a shot.
