Do you also have a Minecraft Vanilla configured on your computer? That could cause the problem. Try putting 25566 in the properties file.

I don't know if I have Minecraft Vanilla, but I already have 25566 in the port.

I don't even know how to see if I have Minecraft Vanilla.

make sure that in the server-properties
    Code:
    server-ip=
    is left blank.

Also, if you tried before and nothing came up, or if you accidentally opened two of them, press Ctrl + Shift + Esc(or navigate to the Windows Task Manager). Go to the Processes Tab and find Javaw.exe(it's alphabetized). Press the Delete key or click End Process and try running your server again. :)

It's not that, I already did that

    But Javaw runs Minecraft.

It also runs your server.. It's just deleting the service. Starting the server/minecraft client again will create the javaw.exe in the processes again. Don't worry :)

I'm just going to start a new server.

That won't help since it'll try to bind the port again, but it won't cuz it's already taken.
What is in your server.properties the port?

What happens if you put it to another port, for example 25565 (which is the default minecraft server port)?

Kill the javaw process in task manager, then try starting up the server on port 25565. It should work.

That's exactly why you want to kill it. You want to kill whatever server processes you may have running in the background.
