Hi I have a server running and people on my home network are able to access it either by using the 192.168.1.x adress or I can by using localhost, but when it comes to people trying to access it using the external ip it doesnt connect, am I correct in assuming that the address to try is whatever whatsmyip.com comes up with and then :25565 at the end of it?
If not any suggestions to overcome this would be greatly appreciated

If you're using the default port, 25565, you don't need to specify that, just the IP address. You'll also need to forward that port from your router to the computer that the server is running on.

If they are inside your network, they can connect with your internal IP. Thats something like 192.xx.xx
If they are outside, they will need to connect with your external IP. www.whatismyip.com

    You'll need to port forward
    Try this thread.

I have port forwarded and using the website canyouseeme.org i get that the port is open, people outside the home network cannot connect, and occasionally the port is not open, I can fix it by turning my firewall on then off again (it is normally off) but that doesn't seem like the best solution.

Alternatively, if you need a static IP (i.e. one that doesnt change) contact your ISP, they may be able to provide one
