Before you ask about port forwarding, I've been using Bukkit since before #1240 and people were able to connect.

Ok, so there's my specs and plugins above, now for the problem.
I can connect fine, but since RB leet, no one but LAN computers can connect to my server. Any thoughts?

EDIT: I almost forgot, whenever someone attempts to log in, my side sees:
    Code:
    18:50:14 [INFO] /8.23.224.110:12043 lost connection
    18:50:55 [INFO] /8.23.224.110:10412 lost connection
    18:51:19 [INFO] /8.23.224.110:11924 lost connection
Each IP is an attempt to log in.
And the connector's side sees "Connection timed out: Connect"

    Am I missing something?

    Hmmm, interesting...
    - The server is online
    - People can connect but time out...
Packet corruption? What happens if you run an old version OR the vanilla server?

Good idea, I'll try to see what happens when I use 1317.

Ok, so I tried 1317, once with plugins, once without. Both times no one could connect.

Have you tried restarting the server? Try a different port? Test with the vanilla MC server (from www.minecraft.net)?

Did they install a 1.9 prerelease client?

I tried restarting, many many times. I'll try with a different port first, then if that doesn't work, I'll try vanilla.
    No, they did not.

I fixed it! Somehow, even though I have a static IP, my IP changed, I think my router might've gotten reset or something.

Can a mod add [SOLVED] to the title or something? I can't figure out how to do that.
