   I would like a command available to ops. I know how to do this within code but what do I do under permissions: in the plugin.yml file?

   If you have programmed the command correctly within the code so it is only available to ops, like you said you have, you shouldn't have to set any permissions. If you are finding that the non-ops can still use your command then perhaps the code would be helpful.
