Permissions?

What is permissions? How does it work? What does it do? And how do I apply it in my server? Is it a plugin or is it that thing thats says permissions where my craftbukkit.jar is?

Oh, and just a quick question, is permissions 100% neccessary? Or could I get away with the right plugin choices? Do I need it if I want to make my server public?

You should use it, or get griefed on server where everyone can do everything.

 

Well for example, Iconomy doesn't let regular people grant moneys, only ops. So basically all my plugins let ops have the power. And I have programs preventing fire, lava, buckets, fire and so on. It was really annoying to set up and get working right so i'm trying to aviod it.

 

There are other versions of permissions but I would recommend using it
And like what Maxorq said if there are people who are not friends on your server they are probably going to grief.
