How do you restrict flying to only certain regions?

I allow flying in my server only because the cities are very far and to be honest I absolutely hate walking. Making everyone walk to their destination is boring as hell but this comes with problems. I built an arena where you have to jump your way to the top without falling. This works fine until someone with Zombe comes along and just flies up. Is there a way to restrict flying within that region?

I don't think that's possible (yet?)
Maybe no-cheat (or was it Anti-cheat) has a function for that, not sure.
