This mod converted to Bukkit would be amazing in my opinion: http://www.minecraftforum.net/topic/171188-v173formivores-mods-city-wall-road-generator/ It's open source, so it would be just a matter of modifying existing code and writing more code to Bukkit plugin'ify it. Besides the random city generation of such a plugin, it would also be awesome in my opinion if the randomness of where cities are built could be optionally turned off and instead a server op (permissions based) could just type a command like /city type sizeto generate a city at their location. I have no plugin development experience, but the ability to spawn roads and a wall on command (by op's) to creat a city sounds really cool.
