Some plugin which post messages on the server from time to time (eg 5 min)

Hi,
im looking for some plugin which can post a messages through server console which will be repeated (eg with brake 5 min).Is there any plugin for this? And is there any plugin which can post some information in chat box when we log on server?

"Read the server rules /rules" - how to make that when i write /rules in console then i get list of rules?

Hey do u know any plugins which can support commands like:
%size
%max

I found AutoAnnouncer but it dont support this commands :/
