I'm guessing English isn't your first language...even so, I'm pretty sure google translate still can spell... Well, did you activate the .bat file? The server doesn't run by itself, (unless you are using server hosting) you need to open it from your computer.
What do you mean "can't connect"? Are you getting timeout errors? End of stream errors? More information is needed.
