I don't like the ops system either. It's stupid how there is two roles, and admins and moderators are bunched together. -.-

Anyways, use Permissions, you can set up groups like Admins, Moderators, etc. then you need to find a plugin like CommandBook that taps into the /give, /tp, /time, etc. commands so that you can use Permissions to limit the usage of those commands by your moderators/whoever you want to limit it to.

Like the other said, you must use Permissions or Groupmanager to do be able to define permissions for groups.

the OP system works like this: user: cant do shit, OP: can do everything, no change possible.

i'd thing your biggest worry with ops would be /stop
