Anyone know a plugin that does this?

It's impossible. Clouds are handled by the client and not by the server.

In fact, it is the reason why Bukkit has clouds in the Nether.

ok np so if i don't want no cloud I need to mod my client at least for now anyway until notch fixes this.

you would think it would be not be so hard to patch in some code telling clouds if its hitting anything but air to not pass thru.

hell an even simpler solution would be to raise cloud height above max block height

notch is too busy with far more important things in minecraft, such as creating wolves, making rain fall, having mushrooms spread, and allowing other to hear doors. He has no time for the obviously, annoying, issues we are having.

Notice that when water is placed, or something transparent- clouds will not pass through them. So, one idea would be to create a copy of the air block with modified properties, which fills itself in between materials on the cloud level. This isn't as easy as it sounds, because it would have to detect how large of an area to fill.
