HealthCommand commands cost HP

Suggested name: HealthCommand

What I want: The plugin idea comes from a need to find a way to somewhat nerf the use of certain commands while playing Hardcore Minecraft with naturalHealthRegeneration turned off. Thus the cost of health points when using commands makes the player decide if they need to use the command or not. I would mainly require /spawn to work but other commands that might be useful to survival Hardcore players might be a good idea aswell. A good point I would appreciate is to be able to configure the amount of health taken per command or atleast configurable.

Ideas for commands: Perhaps /HC <command> <amount of HP taken>

/hc <command> <hp cost>

Permissions:
healthcommand.admin
healthcommand.bypass

Also if You want to delete command just open config.yml and delete line with command.
