Custom Effects for Notch Apples

What I want: I just want a plugin that will allow me to give custom effects for notch apples. I found a few plugins but they are all super buggy and do not work. It should be that whenever a Notch Apple is eaten, it gives different effects from the default. For my case, I want it to give Regen 3 for 12 seconds, Absorption 1 for 2 minutes, and Speed 2 for 5 seconds, but allowing it to be configurable would be great.

Ideas for commands: No commands needed for this plugin.

Ideas for permissions: No permissions needed, everyone can use this feature

Command to reload the config: /rcc - permission: rcc.reload

Follow the notes in the config to add/remove effects
