Users & Group Not Working For Other People. Help?

    I got Permissions and PermissionsPlus installed to my bukkit server but im having issues promoting people, i can promote and demote myself to whatever rank i want but i cant promote other people. Can someone please help me with this or show me Via TeamViewer? Thanks!
