Problem/Bug Only OP can build

Hello, im running 1.13.2 spigot server and i have som issue...
Only op's can build. Im usr this plugins

(Im lazy to write them).

Hello, i have another problem. Essentials block command /tp to people, which have essentials.tp
In the log file is only this:

[19:15:45] [Server thread/INFO]: czvikik issued server command: /tp
[19:15:45] [Server thread/INFO]: §cczvikik §4was denied access to command.

Can anyone help me? thanks.

 

What i have to add in the group with the builder to allow them teleportin?

 

Thanks.. but i know that site and im get that permissions from there..
But it still don work.

I have now essentials.tp and essetials.tp.others
But it still don't allow player to execute /tp command...
