/staff GUI for 1.8.9

I would like a plugin that is up t date (at least 1.8 because that's what my server runs) but I want one that when you type /staff it puts a GUI that is has big has a chest then shows the heads of all the staff online and doesnt show them if there not online.
Edit: I want the format to be (rank) (player) and under that i want it to say if there available and they can run a command to make themselves available or unavailable.

1. Would that be a normal chest (3 rows) or a double chest (6 rows)?
2. How would you check if a player is staff? A permission maybe?
3. To check the rank would you use the plugin "Vault" or check by permission?
4. What should the command be? What permission should the command require?

3. vault if it just shows there rank I am using PermissionEX and i have vault too
4. the command to show online staff shopuld be /staff and the perm be staff.use

EDIT: You also mentioned something about the staff being available, so here is a few questions about that:
- What should the command for changing that be?
- What permission should the command require?
- Should it require the same permission as being a staff in the list? (staff.staff)
- What difference is there between being available or unavailable?
- Should it save if they are available or unavailable, or should it just make them available when they join the server?

 

I would like it to have the same color has the rank and player like say that this player was submod (color(submod)(color(player)) and have it ready what color the player/rank is, I use chat manager for that.
For that I think the command should be /available and have the same perm has staff.staff, when your available it apperrs I see you name in the staff list and has a green available if there available and a red unavailable if there not they should automatically be available when they join and if there not available they can't be msged through the plug-in because it means there busy or away.

 

@BigBrianyStuff I don't see how i would make it impossible for players to send a message through another plugin to that player.

@karmimakl Yes, and if it says available under that it says left click to message and in chat it says type what you want to say to them or say stop to stop the chat

@KarimAKL Can you make it so it shows the players display name instead of just gray.

@KarimAKL Ok, So with that i meant make the names aqua, and also i am using luckperms so can you also use the luckperms prefix.

1. It's currently displaying it like this: (Prefix) (Name)
2. I'm already using Vault to show the prefix.

 

@KarimAKL it is not working also if i give a group staff.staff it dosnt show them

 

@BigBrianyStuff Did you rejoin the server after giving the permission and after setting the prefix of the group? (Keep in mind this is the prefix of the group, not the player's prefix)
