Nether portal teleport

Minecraft version: 1.13.1
Suggested name: NetherPortals/ PortalSpawn
What I want: Hi, I am looking for a plugin that could disable vanilla minecraft auto portal creation when player teleports to the nether or back to world (if portal was destroyed).

Instead i want players to be teleported to the world spawn points, not the portals.
Maybe you can even do the same with End portals.

Currently on my server when player makes a portal and someone destroys it it will create new portal in different location.
Today there was 4 broken portals in one chunk

for me everything works fine..
if you type '/pl' does it Display "PortalController"?
you are using 1.13.1 Right?
