Multiple prefix plugin (PermissionsEx)

What I want:
Add-on plugin to PermissionsEx
This plugin allows multiple prefixes. Inside this plugin you should be allowed to add user groups into prefix groups inside the plugin. Essentials already has a ladder system (perhaps the plugin reads the ladders that are defined in permissions.yml)

For instance,

Mod, Admin, Helper are inside a ladder called staff.
Donor, and Donor+ are inside a ladder called donator.
V, IV, III, etc. are inside a ladder called rank.

Therefor when listing the order of prefix groups, we can have this option in the config:
Prefix_display_order: "{rank}{donator}{staff}"
Something along these lines, that is the idea. If they have no rank inside the ladder, it will not display anything there.

If a player is not in any specified ladder, it should default

The example plugin is not suitable in the context where it will stack the prefixes a person has, however, when a person ranks up, the prefix that was in the back will be moved to the front. The goal of this plugin is to prioritize the order in which the prefixes are displayed. If you find a way to do this in a different way than I listed, please be creative and find a solution to this. Thanks.
