Problem/Bug Residence selecting tool not working

  1. I downloaded a plugin called Residence, but I can't choose the two points to select the area of a residence.
    Selecting tool is set to ID:280, but when I use ID:280 and left/right click somewhere, nothing happens, nothing shows in the chat and /res create smth say that I need to choose two points to create a residence. Why is this happening?

    I opped myself using the console and opped myself again in the game.

    This is the code of residence plugin, I even tried to change the selection tool.
