Filled BalTop Sign Leaderboard

What I want: What I want is a plugin that fetches the information from the baltop in vault then when an admin places a sign in this format it places a sign that shows the baltop leader, and ideally the head of the player in the place: https://prnt.sc/h3b31z

(Note) The number stands for the place it is trying to recieve.

When that happens it places on the block that the sign was placed on in this formation: https://prnt.sc/h3b0lb

(Note) The Lapis Block was just used for example
Ideas for commands: None

Ideas for permissions: Btsl.place - This permission gives players the ability to create baltop signs

When I'd like it by: Preferably, within the next 30 days. But as long as it is made at some point I am happy.
