Epic Announcer - Similar to Mineplex!

Minecraft version: Minecraft 1.8

Suggested name: EpicAnnouncer

What I want: A plugin where if a user with permission types /announce [message], it puts a blank line of chat, then the message, then on the 3rd line, it puts "- [sender", then a blank line. If possible, if it could also show everyone on the server a title with the main part of the title being the message, and the subtitle being "- [sender]" NOTE: [sender] is the name of the person who executed the command.

Ideas for commands: /announce, /a, /s

Ideas for permissions: announce.send

When I'd like it by: ASAP

Plugin has been Made, Compatible with Color Codes in both chat and title and the subtitle works, too!

Made one compatible with versions 1.8-1.11 will upload it tomorrow after my exam on my spigot page so around 12hours.
