Problem/Bug Chat color and format permissions not working

One of my items in my donation store is the ability to use format and color on the server, I think a plugin is cancelling the permissions it gave my admin(seperate to her admin role) . When she tries to do, for example, &1Test, it still sends &1Test,

here is my plugin list

Any idea what plugin is causing this? Or am i missing any permissions?
