Plugin Help Lacking a permission node that allows the placement and edit of command blocks.

On on my server, I just set up Permissions and everything seems to be going smoothly besides one fact, people that were oped can place down and edit command blocks. Now that we don't have everyone oped, noeone can place down command blocks. So I'm missing some permission somewhere that allows the placement of command blocks, but I can't seem to find it. Please let me know if anyone knows the permission that would allow the placement and edit of command blocks. Below I attached a list of the plugins that we have on our server, if you know anything about a plugin that could be creating this issue, or you know the permission node, or you can help me out in any way, that would be much appreciated!

@timtower, I don't believe so, other servers have given guests permission to open Command Blocks and such and still disallow them to do other commands. :\

 

@Xeron100 Afaik you can open command blocks but not edit them without being opped.

 

You could just create a plugin which adds that permission node.
