Question Run commands for players with permission

Hello, I'm just wondering if there is a certain plugin that will meet my need.

I have found a few plugins that will run commands at intervals, but none of them have options to run that command to target players with a specific permission.

I want to run a command from the console that will target players ONLY with a specific permission. I would use the scoreboard, but the scoreboard is bugged on my server and for some reason does not let me add players to teams.
