   Is it possible to provide a custom texture to an item with a certain enchantment? For example if a fishing rod had lure 2 you could give it a different texture to one with lure 1? If so where should I look to start playing around with this feature.

   You can do a similar thing to blocks, just that the item has to have a certain metadata value and the resource pack the player uses supports that metadata.

   This is the most important part about this. The only way to add different textures to items/blocks would be through mods or resourcepacks.
