Minecraft version: Minecraft 1.8.8

What I want: I'd like a plugin where if you say "Hi" there will be an automatic broadcast saying Hi {Player}, this will also stand for the players asking questions. For example, players says "How do you get a plot?" it will broadcast "Do /plot auto to get a new plot"

Ideas for commands: No commands needed for this plugin.

This can be a rather complex plugin if it's done correctly. I started working on pretty much the same idea a long while ago, but had to abandon the project due to time constraints. I probably will come back to developing it since you need this, however it will be a while until it's ready for production use. I'm sure anyone can make a plugin very quickly that does what you want, but I do not think it'll be the perfect solution, as you can never guess 100% what a player will type.
If anyone wishes to help me develop this, here is the GitHub repository. The current codebase is outdated and has bad practices, so don't attempt any changes until I push the "complete rework" commit.
