Plugin Help PEX Save users to database

Can I save the users part of the permisions.yml to a mysql database, but keep the groups part of permissions.yml locally so that a donator is a donator across all servers, but the donators have different permissions on different servers (on factions they have factions permissions and on survival they have survival permissions). BTW, what permissions plugin do the large servers like Mineplex, Hypixel, and CubeCraft have, because their permissions plugin obviously stores the users on a sql database but stores the group permissions locally. Thanks!
