If this doesn't work, you will be required to reset your server to fix this issue.

    Do the following:
    • Check if there is an option where you can disable your port in your FTP configs (bukkit, spigot, etc.)
    • Try and restart your server.
    • If your server is home-hosted, then unplug the router for 5-10 minutes and reconnect
    • If your server is hosted online, be sure to contact support
If none of this helps, wait for more replies. After a week you will probably want to reset your server.

Restarting the router won't do anything as it is a pc issue, signal doesn't reach the router yet.
Disabling anything wouldn't help before you know what is causing the error in the first place.
Resetting the server is always overkill.

Whenever my ports are in use, restarting my computer usually works every time.

    Just tried to help.

Looks like that won't be happening again.

That is because when your computer restarts it closed all Java processes. How are you stopping your server? With a command or pressing the "X" in the upper right corner of the window?
