Plugin Help Help Make Permissions.yml

No matter what I do I can't get my permissions.yml to work... Can someone out there make one for me? I know it's a big request but it would really help me out. Here are the plugins I use and my (Not working) draft for permissions.yml.

- Admin Powertools
- FeedingHealing
- Fly Mode
- iDisguise
- MChat
- ModifyWorld
- NoWeather
- PermissionsEx
- Super Trails
- World Edit

Wish I knew this a LOOOOOOOOOOOOOOOONG time ago. Permissions.yml is so sensitive; even if I do correct spacing and everything, it only works if I copy everything DIRECTLY
