Suggested name: PlayerTag

What I want: A plugin that I can never find is a plugin that notifies a player when their name is mentioned in chat.
An idea could be if someone mentions a player's name by saying @name in chat, it comes up green, and the player that they are mentioning gets a notification by a sound, such as a cow mooing!
This small, simple plugin can be unexpectedly quite a useful plugin, which just adds a small unique touch to the server.

Ideas for commands: No commands needed for this plugin.

Ideas for permissions: player.tag - The permission needed to be able to tag a player when

When I'd like it by: Whenever you desire!
