Nether Not Working on Multiplayer Server

I made a multiplayer server using Bukkit but no one, even me, cannot access the nether. I looked into my server.properties and everything is correct. I then decided to install multiverse core and netherportals and those didn't fix the problem either. I am running my server off of a website host too. If someone could help me out it would be greatly appreciated!

 

Make sure the World "Nether" exists in the main folder on your server, and if it does not create it as "world_nether"

Server.properties or spigot.yml gives you info about IF nether is ENABLED or not,if that doesnt work,can you send a pic of your plugins and the main folder when server jar is at?

 

if you dont access nether u can change the main world name in the config so if u name it test it will create test_nether
