Players cant build or place blocks? (Without op)

    Well, I have made my minecraft server set all the ranks up and permissions, all of them work but none of the groups can place blocks???!?
    It says You are not permitted to interact with (BLOCK).
    I have tried walking 300+ Blocks away from spawn, still cant do it. Any help please?

    you have world guard? if yes you have to change the flag of __global__ or any region, build to true.
