Snow layer when snowball thrown.

I was looking for a plugin that, when someone throws a snowball, it creates a snow layer on the block it lands, if there's already plugin like this out there, please link me to it so this request can be set to filled, thanks.

@adi0115 I have finished this plugin. To be considerate I will wait for @InstanceofDeath to reply to this to see if he wants to make the plugin since he called it first. Otherwise I will post the download link.
