1.9 Sword plugin

I Have A Great Idea That Could Make A Developer Famous
After 1.9 update comes out there will be shield new arrows and potions BUT
Swords have cool downs !?! i own a kit pvp server and i think cool downs for swords is stupid
and there are many others that don't like it either. I run a kit pvp server and i would like a plugin make just for no sword cool downs. the plugin name should be (No Cool Downs) This Could Be A Big Plugin and star a mine craft revolution

Commands:
/cd enable
This Enables Cool Downs

/cd Disable

This disables Cool downs
