Are there any legal problems if I choice the plugin.yml (plugin.getDescription()) (Without asking the developer)?
I am always with something relatively cautious, so the question.

You can, but you're not allowed to re-dsitribute the plugin unless you get the permission of the dveloper or the License permits.

If you use it privately, you mustn't change the credit stating that it is the original author's works, or make any notions to claim that it is your works

Er, not at all. You can do whatever you want with their plugin, including removing their name, as long as when you redistribute it, it carries the GPLv3 license still.

It's just that FBO and DBO won't post or support you in this endeavour.

EDIT: This is assuming the plugin was "publicly distributed."

I assumed the other way, that it's not publically distributed
