Custom Villager

What I want:
- Command to create the custom villager, (/villager create)
- Command to add a command to the custom villager, (/villager addcmd) and (/villager delcmd), (/villager listcmds)
- Able to send a command through console when right-clicking the villager
Permissions:
- villager.create (/villager create)
- villager.addcmd (/villager addcmd)
- villager.delcmd (/villager delcmd)
- villager.listcmds (/villager listcmds)
- villager.use (to be able to right-click the villager)
Additional:
- Ability to name the villager
- Ability to replace villager with a player and define the player (Optional)
- Ability to fully customize created villagers through console
- No help page
- Messages with color &a or ChatColor.GREEN
- The villager must be stationary and has an option in config to face towards nearest players
I would like to have this the by 11/17/15
