Local bukkit server with internet, without slowing internet

Was wondering if there was a way to run a server locally (simply to test plugins as if it were Singleplayer) without using up internet space or related.
I'm still somewhat fuzzy--must it be running over LAN all the time? Every time I run something like this, even if not port-forwarded or related, my dad calls me out because I'm 'using up the internet' or 'running something over it.'

I just simply want to test plugins without putting a strain on my router, which is probably the LAN part that I'm not understanding...

    Any help would be appreciated.

Quick edit: I've searched on the same topic but all I got was HOW to get a local server running, not how to make it NOT slow down internet speed.

If you want you can run a server (run.bat and some server.jar) and not port forward. You can join it by using localhost. Therefor you technically will be reducing any 'internet' speed consumption.

If you're looking on how to actually throttle the speeds of the server/java processes in order to save any speeds being used, you could try http://www.netlimiter.com/ but if you're running it on your LAN and there's no external connections you should be fine.

Thanks, I'll try that. I knew how to run without port forwarding, I just need to get the server to not prevent all my family from using Internet while it is running.

Somebody from the outside world needs to connect to your server in order for that to happen, the fact that it isn't forwarded will prevent that.
