Golden Apple Effects When Player Kills Another Player

What I want: I'd like the plugin to give golden apple effects to a player when they kill another player. They should regenerate 9 hearts in 2 seconds. Also try to make this plugin configurable on how much hearts to regen. Thanks

EDIT: How long do you want the regeneration effect to last? The default 5 seconds? Also, you said that you want the regeneration level to be configurable, but what do you want as the default?

Edit: The plugin is now being uploaded to bukkit, and will hopefully soon be approved. If not, I can upload it to dropbox or mediafire. Which would you prefer?

 

I'd like the default and the regeneration to be 2 seconds, regenerating 9 hearts in the 2 seconds.

Do you want it to regen 9 hearts or 9 health?
EDIT: I cannot do exactly that. I can have it regen 0.4, 0.8, 1.66, 3.33, or 10 hearts per second (hearts not health).

 

Make it regen 3.33 hearts per second, for 3 seconds.

 

Is the plugin done yet?

 

It's done and it's on Spigot if you like, but it is awaiting approval on Bukkit.

I just need regen. If you can, try to make it so I can add other effects, if not, it's totally fine. Also, make sure the plugin works for 1.7 and 1.8 Spigot. Thanks!
