Problem/Bug World PVP is Disabled. Help!

    Hi, on my prison server, I tried to pvp with someone but whenever I hit someone the message: World Pvp Is Disabled. I don't know how or why though, its set to true in my config. I do have world guard, could that be it?
    Please help!

    make sure in the server.properties file "pvp" is set to "true" if it is, make sure your plugins are not blocking pvp.
