Attach leash/fishing rod string to arrow

I'm making a hookshot plugin. First I set the passenger of the arrow to an invisible bat, and attach a leash to it, to make it look like a real hookshot. But that only works when I aim pretty straight forward. When I aim a little bit too low or too high, the bat gets shot from the arrow, the arrow dissappears and the bat just flies away.

Is there a way to attach a leash/fising rod string directly to the arrow? Normally it is only possible to EntityInsentients...

I am fairly familiar with Packets/Reflections/NMS

 

This is a screenshot from the EntityFishingHook class and since the field "hooked" is just an Entity you should be able to attach FishingHooks to anything.
So far the theory.
