Problem/Bug Help please with permissionsex

I have tried and tried and looked on youtube but I cannot get perms ex to work(In the groups.yml file)
Please help.Also if you can make a yml file with these prefixes and permissions:
Member - /home /sethome /tpa /spawn /warp /msg Prefix:[Member]
ChatMod - /afk /mute /kick /v /fly and all the stuff that Member has Prefix:[ChatMod]
Moderator - /afk /ban /kick /mute /v /fly and all the stuff Member has. [Mod]
Admin - /afk /ban-ip /ban /kick /mute /v /tp /gamemode 1 /gamemode 0 and all the stuff Member has Prefix: [Admin]
Owner - All the stuff everybody has. Prefix:[Owner]

Pro - All the stuff member has and /fly /nick /afk Prefix:[Pro]
VIP - All the stuff member and pro has aswell as /me Prefix: [VIP]
VIP+ - Same as VIP (Just if you upgrade from Pro) Prefix: [VIP+]
